Cadastral Mapping for Community Visualization and Managed Development Needs
Presentation Abstract
There are many communities in the tri-state area that still retain a small town feel and an old-fashioned sense of community pride. Small storefront businesses thrive on their main streets, and houses range from ornate Victorians to modest bungalows. The careful mix of residential and commercial properties, the intricate balance of development and preservation needs, and the ability to look to the future while remembering the past have kept these communities vital and strong even during harsh economic times. But this does not happen without effort. Mapping has become an important tool for many older communities struggling with today’s redevelopment needs. By examining the municipal maps created for various communities using their tax assessment data, it is not only possible to visualize the communities as they are today, but also to understand how GIS can shape the redevelopment guidelines that will continue to make these communities the places people want to come home to in the future. The lessons learned can be applied to virtually any community interested in implementing or expanding a tax parcel-based GIS for redevelopment and planning purposes.
Speaker Biographical Information
Kevin Zelinsky GISP : Remington & Vernick Engineers
Kevin R. Zelinsky, GISP, is the CADD/Cartography/GIS Department Head and Associate with Remington & Vernick Engineers in Haddonfield, New Jersey. He oversees the entire mapping operation for the firm's nine regional offices located throughout eastern Pennsylvania, New Jersey and Delaware. He received his GISP certification in 2004, which designates him as a GIS Professional with a high level of education and experience by the Urban and Regional Information Systems Association (URISA). He is currently working on a Certificate in Geomatics with Rutgers University, and he is also seeking a Certified Mapping Scientist – GIS/LIS qualification through the American Society for photogrammetry and Remote Sensing (ASPRS). He has over twenty years of experience in the civil engineering and cartographic industry, and his municipal maps have been honored with several Statewide awards for excellence, most recently at the 2005 Pennsylvania GIS Conference. He is an accredited teacher of GIS fundamentals to municipal employees in the State of New Jersey. He is also a member of the GIS Certification Institute (GISCI) Outreach Committee, which encourages GIS students and professionals to attain the level of education and experience needed for GISP certification.
Mary Johnson : Remington & Vernick Engineers
Mary L. Johnson is the technical writer for the CADD/Cartography/GIS Department at Remington & Vernick Engineers in Haddonfield, New Jersey. She also serves as the firm's map librarian. She has previously worked in the petroleum industry, in facilities management, and in community library services. Her articles and short stories have been published in both local and national publications, including an interactive CD-ROM that teaches reading skills to children. She has been involved in presentations on GIS and digital mapping for the Urban and Regional Information Systems Association (URISA), ESRI User Conferences, the American Society for Photogrammetry and Remote Sensing (ASPRS), the North American Cartographic Information Society (NACIS), and the Pennsylvania and Delaware GIS Conferences. She is also a member of the URISA Publications Committee.
