Commonwealth's Geospatial Enterprise Server Architecture (GESA): What Is It and How Can Local Government Use It?
Presentation Abstract
Over the next few months, the Bureau of Geospatial Technologies will be launching GIS mapping services and enterprise geospatial web services for use by all state agencies and local governments and first responders in the Commonwealth. A high-availability, fault tolerant server architecture has been built that will host the Commonwealth's enterprise geospatial data repository as well as a scalable application hosting environment. All enterprise geospatial data assets (e.g. PAMAP) and state agency geospatial data assets that need to be shared will be stored in an Oracle/ArcSDE database and will be served to business partners through a secure web interface. Reusable web services exist for address and boundary geocoding, and are being designed and implemented for routing, spatial searches, plume modeling, gazetteers, and mapping. Local governments, Regional Counter-Terrorism Task Forces (RCTTFs), and other government business partners will be able to register for access to these enterprise services. BGT will host mapping services through Open Geospatial Consortium (OGC) compatible interfaces to promote interoperability so that all GIS desktop software clients will be able to access them.

Stacey White Geospatial Technologies Manager: PA Governor’s Office of Administration
Stacey White was appointed Geospatial Technologies Manager on August 8, 2004 and reports directly to Mr. James Knudson, Director of Geospatial Technologies, Governor’s Office of Administration. Ms. White is responsible for coordinating geospatial initiatives and fostering partnerships in more than 40 agencies under the Governor’s jurisdiction, coordinating the development of PAMAP data standards, supporting Homeland Security Incident Response systems, managing the Enterprise GIS Architecture, and assisting Mr. Knudson with all Commonwealth GIS-related activities. Ms. White has over 13 years of experience in working with Pennsylvania state government agencies. Born in Schuylkill County, PA, Ms. White graduated from Tri-Valley High School in 1991 at which time she began her employment with the Commonwealth of Pennsylvania at the Public Utility Commission (PUC). While working in Management Information Systems at the PUC, she attended Harrisburg Area Community College to further her career in the Information Technology field. Ms. White transferred to the Department of Conservation and Natural Resources (DCNR) in January 2000 to enhance the newly formed Bureau of Information Technology. Under the direction of the Chief Information Officer, she served as the DCNR GIS Coordinator. She was responsible for managing and coordinating GIS initiatives and activities across the Department, and to explore all of the possibilities of this technology as it continued to evolve.
Jim Knudson State GIS Coordinator: Bureau of Geospatial Technologies Office for Information Technology
Mr. Knudson is a graduate of West Virginia University with a B.S. degree in Geology and an M.S. degree in Computer Science. A native of West Virginia, he has adopted Pennsylvania as his home state since graduation. He is an Oracle Certified Professional, and is certified as a database administrator for Oracle 8i and Oracle 9i database systems. Mr. Knudson has worked for several IT/GIS consulting companies in his seventeen year career, including HRB-Singer, Keystone Management Systems, Advanced Technology Solutions, MapQuest.com, and GeoDecisions/Gannett Fleming. For several years, Mr. Knudson has worked closely with state agencies including acting as GIS Project Manager onsite at PENNDOT, GIS expert on the DCNR Greenways project, and he has been actively involved with the state’s PAGIC GIS coordinating body, PaMAGIC, and the PA I-Team. Mr. Knudson works for Mr. Art Stephens, State CIO and Deputy Secretary for the Office of Information Technology, Governor’s Office of Administration.
