Mapping of Cellular Towers: Monroe County and Carbon County

Presentation Abstract

Larry Stawiarski and Steve Rinker will discuss the mapping of cell towers in Carbon and Monroe counties in Pennsylvania. Topics covered will include reasons for mapping the tower locations, deciding what information to provide to the public, working with Cellular providers, acquisition of equipment and training, determining the location of towers that need to be mapped, and unforeseen challenges that occurred during the project.

Speaker Biographical Information

Stephen Rinker, GIS Coordinator: Monroe County

Steven has served as the GIS Coordinator for the Monroe County Planning Commission from 1991to the Present. He graduated from Penn State with a B.S. in Geography in 1987. He also oversaw development of Monroe County GIS, used by 8 County offices and 19 of 20 municipalities.

Larry Stawairski, GIS Director: Carbon County GIS Department

Graduated from FIT, New York with a degree in production engineering. Joined the Carbon County GIS Department in 1992. In 1995 attained the position of GIS Coordinator. In 2001 assumed the current position of GIS Director where the duties include overseeing all GIS projects for the county as well as all cadastral mapping for the county tax assessment office. Also is the grant writer for the GIS Department.
