Resource Technologies Corporation ( RTC) assists Greene County with tax assessment, mapping services and Geographic Information System integration. These efforts aid such areas as E911 addressing, planning and zoning, voter registration, economic development, real estate tax assessment, and clean and green code enforcement. Public access to assessment and mapping data is increased with public access terminals and the availability of on demand paper maps. The County runs more efficiently and effectively with cost savings.
Jeffrey Kern is the President of Resource Technologies Corporation. He holds a bachelor’s degree from Dickinson College and a Master’s degree in Regional Planning from the Pennsylvania State University. He has completed graduate work in Public Administration. He is a senior member of the American Society of Appraisers, a member of the International Association of Assessing Officers, a member of the Institute of Mineral Appraisers, and a member of the Board of Directors for the Mineral Economics and Management Society. Mr. Kern has participated in continuing educational experiences concerning appraisal, mineral economics, business economics, computer modeling, and other topics at institutions including the Colorado School of Mines, the Pennsylvania State University, and the American Society of Appraisers. His experience includes: economic modeling within a geographic information system environment; mineral, industrial, and business appraisals for major banking institutions, government agencies, and accounting firms; and development and implementation of mass appraisal techniques and systems for real estate and mineral property tax purposes. Mr. Kern has delivered papers and presentations at various conferences. He has provided legislative testimony in a number of states. He is recognized as an expert witness in both federal and state courts. Some of Mr. Kern’s most recent consulting assignments include using GIS technology to model likely coal mining patterns under various environmental constraints for the Environmental Protection Agency; review and audit mineral tax procedures of a state government; the installation and customization of a Computer Aided Mass Appraisal System relying on GIS and statistical modeling technology in a rural Pennsylvania County, the conversion of an existing text-based CAMA to a Windows based Tax assessment and land-records system; and the development and implementation of a mineral tax assessment system for the State of West Virginia.
