The Use of a GIS Watershed Tool in the Preparation of the Rivers Conservation Plan for the Codorus Creek Watershed

Presentation Abstract

In May 2003, Buchart-Horn, Inc. was contracted by the Codorus Creek Watershed Association to create a Rivers Conservation Plan (RCP) for the Codorus Creek Watershed. A RCP is a comprehensive watershed or river corridor management plan. The Codorus Creek Watershed has been studied extensively and the results of which are being used in the RCP. The results of the RCP will be a planning document that will provide planning guidance including preservation, conservation and restoration goals. It will also contain a GIS based tool that an individual can use to access the results of the RCP. Members of Buchart-Horn’s Environmental Planning/GIS division developed the Watershed Toolbox, an interactive rivers conservation plan tool that will prompt the end user to “surf the watershed” just as internet users search websites. The user will be able to search the watershed for information on a particular location or watershed wide recommendations. That information can include landuse, zoning, stream condition and soils information as well as recommendations for best management practices within each sub-watershed. The purpose of this tool is to provide stakeholders and municipalities with an alternate way of obtaining the management recommendations of the RCP.

Ms. Wingerd has more than 7 years of GIS experience with municipal agencies and Buchart-Horn, Inc. in design and completion of a variety of project types and serves as the firm’s primary GIS programmer. She has played a key role in a number of Needs Assessment, Database Design and Updating, Customization and Training projects. Ms. Wingerd has a B.S. in Chemical Engineering from Virginia Tech University and a Master of Engineering in Environmental Pollution Control from Penn State University.
